For all the projects we need to think test first strategy, we should never think testing as after thought, the more robust test facilities you have, there more experiments and thus more probability of success we will achieve. Just look how ISRO transformed and PSLV and GSLV have become reliable after robust test facilities were setup.

From the learning of developing the 110 KN engine, we should improve kaveri engine as well as reverse engineer the AL 31 engine to increase its thrust and create a engine replacement for SU30 MKI incase we don't get stage-2 engine ( used in SU 57) for SU 30 MKI from Russia
Built the testing eco system first in India , otherwise we have run Russia every time for testing . Don't know how much it cost for India, to build the testing ecosystem, its shows how our defence and pollical leadership are far away from the ground. This shows why we can't even handle Paksitan itself, we don't have strategic mindset.

private players don't have any skillset as of yet for such complex program.. Even if they had they would ask for faster & higher return on investment from developing the engine.. There will not be a high profit from Kaveri Engine for private players If media report is right then Govt is finding it difficult to get private co-development partner for AMCA Program.. If India wants Kaveri to get any where realistically then teh GOI MUST define the parameters to be achieved and give contract to two or three Indian companies and allow them to collaborate with any foreign partner they wish. The GOI MUST fund the ENTIRE program right from the begining and the money MUST NOT be retracted for any reason except malfesance. If the parameters are met then the GOI MUST GUARRANTEE how many engines wil be manufactured by teh winner and that MUST be a LEGALLY BINDING CONTRACT. Then you may have a prayer or else the GOI can keep working another thirty five years to refurbish this garbage can and make it a little more prettier garbage can.
