They are the Royal Horse Artillery. They are on duty when the Blues and Royals and the King's Life Guards are away for a month. The regiment historically was an active artillery unit in WWII. They now handle the guns and canons in official duties. That's the basics. Someone else can explain in more detail

They are called gunners. That is their position in Kings Horse Artillery. Granted they are standing guard but nonetheless they are still gunners.
