Can’t find anything on inductors being tar filled for any purpose; the can would be a Faraday cage. Would only make sense if was to keep them from moving inside the cage; can’t think of any practical reason. Most inductors aren’t canned.
Same here, the closest thing I could find would be the inductors used in Wah Wah pedals, I’ve seen some that look similar. My guess would be to keep them from getting damaged from dirt? Also I should mention, I’m not even 100% certain they are inductors, but they sure do look like them.
