Where is this mentioned please? I've downloaded many files shared publicly via Google Drive, that were in high demand, and I don't recall encountering such a strict limitation. I'm sure there's some kind of limitation to prevent abusing the service, but I doubt it's that strict.

However if you are familiar with JavaScript there are tons of solutions like Supabase with which you can use a database without having to host your own server solution. If you want to do a login you can use SSO so you don't have to save a password anywhere. But I'm gonna assume that you don't have much experience with this so using something like Webflow or other Wordpress-Like Software would be the go here.
