It was confirmed by flash Thomson who became Agent Anti Venom that anti venom does have a mind of its own, he doesn't control it, he was telling that to Tony start who speculated the same that Anti venom has no personality so Flash must be in full control.
Those are 2 separate symbiotes though. Eddie's version doesn't have a mind of it's own. When Flash was resurrected the multiple symbiotes he bonded with most likely got assimilated by his symbiote which most likely created an entire new symbiote, it's quite strange tbh.

One of the reasons my favourite symbiote is anti venom is because it doesn't have consciousness or will which is why it's like a weapon we're the host have full control over it. Working with other symbiote is like dealing with devil were symbiote can easily take over your body.
In Ultimate Amzing Spiderman series... The powers were a bit different... Harry was possessed by it in an apocalypse or spiders... Then anti Venom was issued to kill them and venous too, it was like it is natural born hunter of venom and it was created by Harry's Father lab to cure Harry.

As much as I would like to agree with the Anti-Venom Symbiote not having any sentience that might have been a bit retconned as of recent comics as the Symbiote Misery is a mix of Anti-Venom and Carnage with it constantly fighting over Carnage to gain control making it appear as if this new version has a form of sentience if it's trying to be the defining Symbiote either that or it is just trying to destroy the Carnage Symbiote leading to it developing a temp consciousness to fight it off.
Anti-Venom's most notable ability is the power burn any symbiote upon touching it. While Toxin would be much more resilient to this than Venom, as even Carnage was more resilient and Toxin is stronger than both of them, eventually it would work
