Well, the ring thing was a ''Look at KanaCoco having them, let's do it too'' which also prompted OkaKoro to do it as well. Like a Domino. I think it's just a cute little trend that got popular among extremely close friends in their personal Hololive micro-cosmos. In High School we saw these things happening all the time with the girls after all.

I think they would prefer a professional environment as dating could lead to issues eventually but in this case its like Crossick from Nijisanji where its so teetee even the company cant help but ship
We don't actually know if that is a rule. Only time its really been mentioned was Matsuri in regard to Luna and she framed it as a personal choice not a company policy.
There are no rules pertaining to dating in the contract whatsoever. The anonymity of the job serves as protection.
It is probably _strongly_ discouraged by their managers to date coworkers, but in the end, if they can convince them nothing would really stop them.
If there is any limitation at all, it would probably be about being open about current relationships, although that's not in the contract. We know that Noel and Flare are holding back a lot on collabs and tried to frame their relationship as tame, heck once upon a time they even denied it altogether. They are very slowly letting it become more prevalent to the point where it is clearly not just business teetee anymore and probe the reactions of the audience I believe.
The main thing that leads me to believe it's gachi is the fact that they keep fairly low-ley about any NoeFure goings-on behind the scenes. They KNOW their fans go absolutely crazy for even a speck of TeeTee, and while they could milk it on every occasion, the restraint with which they share details of their offline relationship speaks way more than any on-stream flirting they could indulge in.
