The Thames Valley, what a place. Any chance of seeing some landscape scale rewiggling of the rivers and their catchments. Utilising natural solutions and investing in localised ditch clearing as well as wider take up of Natural Flood Management schemes IS the way forward.
They can introduce as many fancy interventions as they like, but building housing all over the flood plain will constantly make it worse. You can't plant many trees where hundreds of houses are being built. The whole Thames Valley is a flood plain.
Hi Look here on google earth you can see the dumping in the flood plain actually happening, the other half of the area was done the year before and has grown over. 51 34 47.32N 01 07 55.90W. Search for this "Industrial fly tipping in the Thames flood plain" on TH-cam and see a video of it also showing a pile still left that has not benn spread and trees in the middle of small ponds.
EA seems to be struggling with coherent and effective solutions. Especially on the Ouse in Yorkshire. Previous interventions have caused areas to flood more quickly. Rather than climate change much of the flood devastation has been self inflicted by previous illogical EA neglect. For example introducing pointlesss high flood banks, removing natural riverside plants and trees, reducing the amount of dredging to save cost causing silted rivers and becks to quickly overflow. They seem to have a blame culture to deflect accountability for their incompetence

Such serious offences take several years to fully investigate. People in such agencies can be working on cases dating as far back as 2015. If what you say is true, I'd be very surprised if they were not working on it.
