Nobara did terrible against Haruta, not because she's weak, but because of Haruta's Cursed Technique. His Technique is based on his luck, the 6 teardrops under his eye represent his lives, so if he got really badly punched in the face (Like what Nanami did) some of his lives would be gone, but because Nobara never really landed a hit with her nails, he never got his CT gone. But that fight was terrible anyways
