I think there might be a potential reason on why this glitch happens. In the files when Amon swaps from Komaki's moveset (he does the move that makes him zoom across the screen just VERY rarely meaning it's Komaki's moveset) it treats him like a playable character but with NPC properties. HOWEVER Yakuza games don't have a 2 player mode unless you're in a mini game so the game doesn't properly check to see which one of you is an actual person using a controller and puts the dummy items Amon has into your inventory, in addition it'll sometimes lead to the glitch where he goes into Thug style with a basic knife moveset and sense NPC's have infinite heat mode that can lead him to doing heat actions Majima has not even near you.

...No, that's an _actual_ feature, this is not a glitch. Amon puts these issues and the Stanamin Spork in your inventory at random times, probably if he knocks you down. Its designed to deceive the player because one letter change from "spark" to "spork" wouldn't catch your eye unless you were observant, and block inventory space.
Amon has always had a gimmick in every yakuza game, this is no different.
Him not transitioning into Mad Dog is a bug.
