I used to think Tarkin and Rex were the same rank. Then I realize that a captain in a navy is a higher rank than a captain in the army. I think Tarkin is few ranks higher than rex and one rank behind Anakin. By the time Tarkin became Admiral, I was trying to figure out what type of Admiral he is and what type of general Anakin and rest of the Jedi are. If Tarkin is a fleet admiral then it makes sense why Commander Fox didn't let Anakin check on Ahsoka. Im just theorizing, so I don't know how military ranks work in Star Wars.
your theory is true, in real world an admiral is equal to an army general but what's not clear in the CW series, what rank among generals were each Jedi hold, like an admiral there's fleet, vice, rear admiral as like there's major, Lt general, maybe if those specific rank were made distinguished in the series, the understanding in the Jedi ranks in the GAR will make it more sense.

It makes me sad that every time I view the clone wars series, I see them not as animated character but as the one we see in the movies, as they are the same canon characters. And tarkin used to be on the same side as kenobi but in the future tarkis is part of a empire that hunts him down
And in his first scene we see the ‘Tarkin Doctrine’. Greatest force at a single point. No subtlety, just force. This is why the empire will favor a massive conscript army over elite clone squads, massive star destroyers over Venators, and the fear inspired by the Death Star over actual competent administration. Tarkin was the perfect instrument of Sidious’s naked thirst for power.
