This censor deserves a little credit for actually being kind of cool with Conan.
Thing about censors is they're not the ones who are uncomfortable with things, they just have to know what they can get away with doing without pissing off the sponsors
The bit was set up in a nice way where Conan has laid out a bunch of situations where the censor can actually approve everything pretty much nothing he showed was rejected which is a first I've seen for a comedy show involving a censor

Conan really has the unique ability to be wield the two comic personas at once, be insane in one moment and then somehow level the situation and use a wonderful dry quip to smash the punchline

Die Hard 2 has the best dubbing ever. I remember making fun of it when it aired. When this episode of Conan aired I thought, “FINALLY this ridiculous dubbing is being addressed!” I mean, the voiceover guy has a foreign accent.

german videogames only get censored in regards of forbidden symbols - namely the swastika. the other restrictions are done by the developers/publishers themselves to sell the games in stores, where minors have access, and to run ads. if you'd make sure that minors don't see that, you wouldn't need robots - and in fact most games don't have robot-replacements.
