I've built plenty of softstart circuits and using metal clad resistor plus plus a thermal cut that clamp to the metal resistor.. So if the relay fails thus making the resistor heat the thermal normally closed trip will open and cut the whole unit off..

The current go through resistors 220 ohm x 4 and then relay turn on. pls see diagram to understand. . Thanks for watching
