The real and permanent way to repair rust holes in classic car body panels is to replace larger areas like the whole quarter panel if still available. If you have material and welding skills ,material and time this is an affordable option i use often, especially when the rust is limited to small areas. My repairs to this particular car are meant to create a cruiser in the end, not a show car by any means.
