Circumstances were so different in Nurbanu's time than in Hürrem's too that the comparison doesn't really work? Only the future Murad III was sent to a sanjak by his father and, despite people trying to blame the historical Hürrem for Mustafa's death, he was executed under suspicion of rebellion, something Selim II's sons might've learned from too much to dare a repeat of.
Nurbanu can't leave palace without permission, she's just a concubine in harem in real life she would be beheaded and everyone else who helped her too, wrong to show this scene.
I mean, those same women wouldn't have been allowed to wear such revealing clothes or meet easily with statesmen. Heck, those same women have also been shown to easily leave the harem to visit others and other places. It's already been established those rules can be removed for the sake of the narrative, so it's not so big a deal by now 🤷
