what would be the reason for buying this vs. the regular COC RPG system? Is it because this one is in the modern world?

Mainly yes, as with all RPGs you buy the books for their setting, ideas and rules. This shares the ruleset of CoC but adapts and rebuilds it to fit both the modern era and the situations, characters and events that Delta Green revolves around.

I know this is an older video but I did enjoy your review! In defense of assigning HP to Cthulhu: in the original story, he was sent sulking back to his lair by being rammed with a steam boat.

its a slipcase set and you dont show off the slipcase at all big miss.

The slipcase isn't very impressive, nor is it the selling point of the set. I don't know what to tell you if you feel not seeing a box ruined the experience for you...
