you need galaxy essence from omniversal chest [1/1000 every 1 min] which is a 1/4 to get since there's 4 different items you can get from omniversal chest, that being: Forgotten fragment , galaxy essence, omniversal cup and moonlight shard. in this case your trying to get galactic ruler, you will need a anti cup, a ruler cup, galaxy essence and probably more [idk] and then you will get the cup that you will just need to drink it to get galactic ruler. [btw the video of me getting the blue guy is in one of my videos]
