    I'm raised in Yabucoa, and I can tell the deal with Playa Lucia. The problem is called rip tide currents. I know because I almost drowned several times at that beach as a kid. It's also very well known to the locals.

      The entire area seems abandoned. In the case of Yabucoa I guess one could be more lenient. After all, they were ground zero for hurricane María. But, in general terms, government on the Island seems to be riding the problems while a magic bullet comes from Washington.

      True, their's no denying that. But that beach has been like that even before Maria. But in my opinion, what is more sad is El Puerto. That was built by the current mayor and is not being maintained or used. Is the old thinking of building "preserving" and using when necessary. In reality, it will be better maintained if you make use of that area by making weekly family and environmentally friendly events, keeping the hut in that placed rented for small business owners and giving opportunities to small entrepreneurs to expose their arts and kraft or what ever they want to sell. The local government got the assets, but not the enginuty, or the investment willingness to make revenue from it. Is literally a small town thinking like a smaller town.

    You simply had to go to the gate at Palmas and let them know you are going to the beach. They do not stop anyone from going to the beach. By the hotel there is parking.
