I made my own PS1 secret car with Pioneer engine upgrade video showing proof these secret car codes start first, then POWRUP after that and bingo, my secret car goes more than 200mph. This is something I did no one else did.
in need for speed most wanted you can do it with a trainer (cheat program) also in that game there are time challenges that sometimes feature npc / cop cars without use of cheats.

One of traffic cars, vw beetle, is used in NFS nitro and NFS payback as derelict vehicle

Traffic cars plus the Pioneer Engine code allowed you to level the playing fields.
Those cheats gave me so much fun. Wow, NFS nowadays are crap.
