Oh man, you don't need to be a doctor to tell why he's having so many issues once he showed the feet x-rays. He really needs to rebuild those arches or his back will never go into correct alignment.
You are very right. Personally I love a combination of Podiatry and Chiropractic when it comes to feet and back pain.
In this case, a Podiatrist will work on the arches through orthotic devices while a Chiropractor takes care of the spine and surrounding structures.
Luckily he is in America and our social services will take care of him when he can no longer work. Him his wife and kids.
Isn't that what social services does to all workers who pay taxes?
