I mean. She is and she isn't. Velvet starts as a villain and ends up as a hero. The entire game is kind of about Velvet reclaiming her conscience and her soul.
Hmm... Velvet's not a hero nor a villian. She just wants her revenge against Artorius. The reason why we see her as 'the hero' is because we play as her and see through her eyes. Artorius on the other hand, turned into a sociopath who is willing to sacrifice Laphicet Crowe, his own brother-in-law, in a ritual for power three years after the death of his wife (Velvet's older sister) and his unborn child.

News flash: there is no hero or villains, just humans (and daemons and Malakim) selfishly achieving their goals. And I wouldn’t have it any other way
