You can start on a 600 if you just keep the revs low but most people won't have the self control. I feel like a couple weeks into riding and you'll start to gain a false sense of confidence until get too comfortable and end almost end up crashing. On a 600 you straight up will but on a 650 there's a higher chance you'll be fine and that moment will just be a lower monent. Honestly imo I suggest skipping the 650. Start on a slow bike, a used 300-500cc. Then just buy a 600 after a couple of months. I started on an R7 because I thought it'd be a good mix of a beginner bike and a fast bike, but it wasn't really good at either lol.
