Understand this formula for control & Distribution of money in maharashtra (so all are 'hand in glove' - no one is clean. But you have to support those people who put effort to prevent hard earned Indian money going out of country.
NCP = Sugar mills, agriculture, irrigation, cooperative societies & banks, DCC banks, Educational institutes, cricket betting
Congress = Real estate, industries, smuggling, money laundering, bank scams, bollywood control
Shivsena = municipal corporations, hafta collection, temple boards
BJP = bits & pieces from disgruntled people from all above fields (negligible amount compared to other 3 parties- BJP is largely run by money from Gujarati origin Business people of maharashtra & from Gujarat itself)

You see the informal economy of maharashtra might be 3-4 times bigger than that of Pakistan's formal economy (in Pakistan's peak years of economic growth). So control over maharashtra's economy is very important for the better performance of Indian economy
