imo kissing is overrated. i've seen so many kisses that i'm immune now. probably because they're treated like a solution to all problems by many shows. that's why hugs are much more impactful.

But it felt like it was teased a lot in the show and just their closeness alone. 100% believe that if the show hadn't stopped on that episode, we might have gotten a kiss.
I think I remember reading that Kaoru also liked Haruhi but he loved Hikaru (platonically) more, and knew that Hikaru also had feelings for Haruhi so Kaoru gave up on his feelings for Haruhi
