Which builder would allow me to (1) list websites I like and use those to have me select the features I most like on each of those sites and then (2) create for me some custom templates to choose from that meet all my criteria, before (3) allowing me to make my customizations?
I doubt you will find a builder as perfect as that, but there are builders that do both (2) and (3) As for number (1) you can write down what you want in your website and it will create multiple templates that will suit what you wanted.
