Can someone explain why flpping is cosidered a "bad" thing that needs to be penalized like this? Maybe I just have the HGTV version of the business, but it seems to me that people who buy depressed properties, make them a lot better and then sell for a higher market price that the supply and demand market dictates....is a good thing for all involved. Is it better to leave rundown properties as-is so that they're more "accessible" to people who weren't buying them anyway?!
