The most probable reason why he is not climbing, is because he is playing to beat Bronze players. He needs to play as if he is trying to beat Silver and Gold players, THATS how you rank up. Most of these actions would have gotten you killed in an instant in Silver, which is why you don't climb, because as soon as you get vs someone who knows a little more gamesense and skill than the average Bronze, you are toast. First learn the mechanics, then learn your actual role, then learn HOW you fulfil that role. Right now the guy is decent at mechanics for Bronze / Silver level, but he doesn't really know what his role is, and he has no idea how to achieve it so he just wanders around aimlessly and targets whatever red guys are on his screen.

People in bronze usually have a fundamental error. Usually it's something detrimental like mouse sensitivity, poor FPS, extremely high latency, or even just really REALLY poor game knowledge. Good aim, by itself, can get you into platinum. Having both game knowledge and good aim will easily put you into mid diamond.
