The West Shore (Langford, Colwood, Sooke) has the cheapest rents but you may not find the commute good. It depends where you are going to school. If you are going to Uvic, try Gordon Head.

I think Tillicum/Colquitz/Marigold would be good since it's a straight shot on the bus. Anywhere in West Saanich really.

Saanich is great for children and schools. The job market doesn't vary much as Victoria isn't large.
