+Parminder Singh Because every state has also a right to make rules regarding standing orders ( Sec15 Of Industrial standing order) Moreover there are places where Maharashtra & Gujarat have their own rules regarding Standing. Orders..So in many of the places,they have been exempted.. Even you can find the exemption if Madhya Pradesh also.... The reason behind making the laws by state govt.is that they also fall within the definition of Appropriate Government...
+Parminder Singh One more reason of exempting the state is giving them the legislative freedom to draft their own law.. It is a very common process done by the Central Govt for state govt..

+ketan patel see the organisation has no standing order of its own it can take that model standing order....but Certification is somewhere needed there also..... Practically,why won't any establishment certify it's standing as Certification gives it a legal recognition

Think practically this rules are made for more to protect labours but who will give protection company Owener will give. Lets take an example if in our family our parents make rule we all seat for dinner's at 9pm. Means all are bonded and transperancy is there all will follow the same.
