This makes me wish a Tokyo Xtreme Racer anime was a thing. The games already are like a street racing anime, and I think all the unique crews would make it stand out. I swear this theme was made to be put in an opening.
Tokyo Xtreme Racer also has some hidden lore within them, it would be interesting to flesh them out too. Shutokou Battle X did just that to some degree but its potential was shafted by how easy the enemies are, cordoning off the Wangan Area and so on.
This may be old but, this would've been the ideal in the current day: 1. Amazing graphics, spread across platforms like PC, PS4,etc. 2. The amazing engine sounds from TXR 3/ITC 3. The speed limit of TXR ZERO or higher [Made possible with access to engines like those of Le Mans Cars. The R26B,etc.] 4. The difficulty of TXR ZERO or harder. 5. Better physics 6. 4 way battle like Wangan Midnight. 7. Access to Aura as an accessory or also determined based on your B.A.D. name/Driving Style

The anime is called Wangan Midnight. The games are based on it. A lot of the bosses in this series are based on characters from it.

You have to play Racing Lagoon. I highly recommend it.
If Shutokou Battle/Kaido Battle (Motoya Iwasaki, AKA Speed King is the link between these 2 games) would have been adapted in an anime, why not?

The music of TXR3 is just unmatched imo. It has a nice blend of both rock and techno in lots of it's tracks
txr zero has more variety in terms of rival osts (e.g challenging Wanderers, wanderer challenges, challenging rivals, rival challenges, and so on)
