The association should also at minimum try to put some post up to direct people which way to turn to find their property. The cost of a few T-post should be fine to show good faith to those on the upper level. The lower level where homes are are understandably priority, but they should at least give “something” to the upper level owners. The more people that can find their lots the more likely someone will go up their to develop the land for recreational uses.
Thanks for this informative video. Well done. Rare to find any coverage of this specific area. After visiting it I bought a 1.74 acre parcel last November (2023). There were 2 ways to get to it, one was inaccessible due to a concrete creek swale much like you described. Luckily the other was okay, just one 100 yard incline that was rutted but passable. I went back up last February, encountered thick slippery mud at that spot, so I didn't attempt it. Heading up tomorrow from the Bay Area for a week of camping and star gazing. Definitely a seasonal location. It's encouraging to hear that there's a new board and better basic road maintenance may be in the cards. I agree with you; raise the fees to $100 annually if that's what it takes. But that's easy for me to bear, maybe not everyone. It is a great area, it feels remote, no crowds but still minutes to town.
Your right the fee increase could be difficult for those on a very fixed income. I am not sure what the right answer is? I do feel that if you are paying a fee you really should be able to access the property. Even if once a year the outlining areas were graded. If the rumor is true and a lot of the money was taken, I can also see how this can be problematic to get the roads graded.
Thanks for posting. I've owned 2 lots way up top on Gray Wolf / Silver Fox that I bought in the late 80s and early 90s. I've camped there a few times over the decades. You'll never see a clearer sky nor more stars than you will up there in the summer. But haven't made it up there since 2010ish. I always pay my dues to the MRE. If they have abandoned all maintenance on some roads why am I paying them... I only visit in summer but I'd be mad if the road to my property is not passable when I've been paying them all these years.
I am sure I can get up there during the summer. It will be rutty as all get out. No, they are not maintaining any of that area. I agree, if they are collecting it should be maintained. Once I retire and can access the area more, it may be time to try to attend more meetings and see what can be done. Simply put, they do not have enough money to do it.

If the market picks up I'll build a house in Surprise Valley, another part of Modoc County that is a treasure. "Paved roads make busy streets".

We have 2 lots on pheasant Dr. overlooking the cliffs. We call our land Juniper Cliffs. I am going to be contacting the HOA just as you did. Maybe if more of us ask politely they will maintain that road!

My old place is just where the video begins... Don't miss the winters, but MRE is the place to live in Alturas. We used to take Pencil road up to the pothole lakes on our quad. Wild horses would hang out on cold days. They are good about plowing. One winter it went into the 40 and 50 below, people had septic tanks freeze. Enjoy!

I have a lot up there too! I was able to get my Frontier p4x through both sides of that fork in the beginning when I went last May. You can get up to the same area via Pencil which I checked out last month. Road is leveled until you get to the top of the hill then there a bunch of big rocks. I figured the roads aren’t maintained since no house are up there. I’m gonna go up next month to try to clear out the roads enough to tow my camper.

When I was there I went in and spoke to the local company that does both wells and septic. The only place in town I dont remember their name but very nice people.
I will have to wait for retirement in a few years before I can spend some more time there. We do have some plans for the property though, it will just take time and money. I like the area. I know there are good and bad. Probably the worst are those that squat, trash places or those that have addiction issues. The area is appears to be a lower social economical area. Sometimes with affordability comes issues. Since these properties boarder the National Forest there are a lot of outdoor recreation activities nearby and short drives. If the MRE can ever get a good grasp on the problems in the development and fix roads and have a better way to deal with the squatters, trash left by them and drugs I would be so much better. People will have to be more involved. I am not in a position right now to be more involved so I have no dog in that fight right now.

This video had me busting up laughing, I’ve lived here since 1998 and you bought land in the second worst place in modoc. There are no wild pigs either the fishing is ok if you like trout and bird hunting is good some years. They don’t maintain jack crap up there so don’t hold your breath. There is such a thing as a piece of property, "for free", that is not worth the price. I have lived in rural settings for decades in Nevada, Oregon and California. My father did a considerable amount of civil engineering in and around Alturas and Susanville where he owned and developed 1200 acres. I would not get near MRE Alturas This area makes Susanville look like the Riviera. I see the dregs of humanity; trash, white and otherwise. A veritable shit hole. The solution I see is an annual $1000 fee. The roads get cleared out and the those who can't afford the $1000 will hopefully go away. But, that does not solve the problem of squatters and drugs... it is obvious the reason many are there. I'd live in Oakland before I would live there. Best of luck.
