In the early Greek myths, Cerberus had 50 heads, and then later tales told him to have 100 or more. Depictions were later released with Cerberus having 1, 2 or 3 heads and a serpentine tail (some also with Snake heads along the body), with 3 being the most popular, though many pots and other artwork of ancient Greece also picture Cerberus as a one headed dog. Atlus based Cerberus on various of the depictions, settling on one head to coincide with it being the transformation of a 'normal' dog from the original. However V might explain that maybe Cerberus' has a Nahobino form.. His real form could be the 3 headed version
These conversations are apart of what makes SMT special, you can tell the team had a blast putting together the banter in the HQ, LMAO. Cerberus and Orthus are some of the most funniest ones that are a blast from the past as well. God, I love this series so much.
Lol the interactions from Nocturne are back, but with a few changes. Back in Nocturne when Chimera answers he is a not a dog, Cerberus doesn't press any further and is just like "AWOOO! I HAVE FINALLY FOUND MY ANSWER!" then he gives a item and leaves
I believe it's a reference to how in more obscure depictions of Greek mythology, Cerberus is shown to have only one head instead of three. As to why the SMT design stays mostly the same over the years, it's that it has been its design since the original Megami Tensei series, and has become rather iconic.

It's kept as a reference from digital devil story Megami Tensei (the book that started all the series) where he's one-headed and mostly shin megami tensei 1 & 2 where Cerberus is fused with the use of the dog Pascal and kept his memories From dialouges on different games Cerberus might still be Pascal
it's a carryover from Digital Devil Story, it should be noted that descriptions of how many heads Cerberus had could actually vary even though 3 was the most common one. (among other body details)

I always think of Orthrus as the youngest brother. Always so innocent with his silly questions
