"We denounce irregular mobilizations of some units of the Bolivian Army. Democracy must be respected."
Armored vehicles rammed into the doors of Bolivia's government palace on Wednesday, appearing to be a failed coup attempt, as President Luis Arce vowed to defend democracy and asked people to organize.
In a video of Arce flanked by ministers in the palace, he stated, "Here we are, firm in Casa Grande, to confront any coup attempt. We need the Bolivian people to organize."
Arce faced the army's general commander, Juan José Zúñiga, who appeared to be spearheading the rebellion, in the palace hallway, as shown on Bolivian television.
"I am your captain, and I order you to withdraw your soldiers, and I will not allow this insubordination."

Before entering the government building, Zúñiga told media in the plaza: "Surely soon there will be a new Cabinet of ministers; our country, our state cannot continue like this."
Zúñiga acknowledged Arce as the commander-in-chief " “for now”.
Although Zúñiga did not openly state that he is spearheading a coup, he stated in the palace that the army is attempting to "restore democracy and free our political prisoners."
An hour later, Arce announced the new heads of the army, navy, and air force to a loud reception.
Troops were seen building up blockades outside the government palace.
He claimed that the troops who rose up against him were "staining the uniform" of the military and promised that democracy would be respected.
"I order all that are mobilized to return to their units. No one wants the images we're seeing in the streets."

Soon after, troops and armored vehicles began to withdraw from Bolivia's presidential palace.
The leadership of Bolivia's largest labor union condemned the action and called for an indefinite strike of social and labor organizations in La Paz to defend the government.
Other regional officials, including the Organization of American States, Gabriel Boric, the president of neighboring Chile, the leader of Honduras, and former Bolivian leaders, expressed outrage about the incident.
Bolivia, a country of 12 million people, has seen increased protests in recent months over the economy's rapid descent from one of the continent's fastest-growing 2 decades ago to one of its most crisis-ridden.
The country has also had a high-profile rift at the top ranks of the ruling party.
Arce and his former ally, leftist hero and former President Evo Morales, have been struggling over the future of Bolivia's splintering Movement for Socialism, or MAS, ahead of the 2025 elections.
