Hi. The answer is (B) because the sentence before [2] is the best match for the sentence in question 4.
“Health Shack offers ONLY six items on its MENU.”
and
“LIMITED number of products on the MENU.”
These two sentences match better than the others.

But the best fit for this question belong to the paragraph 1 only. Then why the answer B is correct?

The highlighted sentence before [2] suggests that this is the best place for the sentence because matching vocabulary is used.
Also, we wouldn’t introduce a point with ‘despite’. So we need a preceding sentence mentioning the ‘limited menu items’.

I believe the answer to number 4, belongs to the position marked [1] . The sentence was before [2]. Why is the answer B?
