I'm guessing "technically-mechanically" that black tank is involved in solving a problem that might occur where the solution is against environmental regulations. On his job, shit happens.
The black tank is a vapor recovery system to remove the fine mist of water in the air stream after the air has gone thru the cone shaped accumulators at the back of the truck. The cone shape spins the heavy dirt out of the waste water that has spilled out of the big debris tank. The mist and air then go thru the black tank (sometimes it is call the "secondary tank") and finely the air is pulled thru the vacuum lobe pump. This vacuum pump or "blower", cannot move water thru the pump itself, just air. Water or debris would clog or destroy the internal workings of the pump. That's why the air is filtered several times as it move thru the system. To have this black tank fill with water means the operator is not paying attention and has overfilled the truck. Damaged blower pumps cost $10k or more to replace. The operator was trying to avoid admitting he may have overfilled the truck while filming.
The black tank is a Giant Muffler. The air blowers through the blower and the air goes into the Muffler and exhausts out. It's essentially a silencer for the blower.
Fab video, but the guy interviewing really should be wearing gloves, hes touching all the equipment that will be riddled in pathogens, the other guy working for company will be vaccinated from deceases. I hope the interview guy washes his hands bigtime after this xx
