I will never understand people who "tries to save" old brakes.Every 75.000 km to pay around 700-800 dollars is not that expencive.That money keep your head on your shoulders and others safety as well.
A good repair job costs about $100 in parts and $100-150 in labor..That takes care of it. I am not talking about luxury or high end cars where the parts are over priced.
Use wire brush with a grinder to remove the rust and finish it off with break cleaner.

cheap brake rotors will just rust again a bit of elbow grease would clean with steel wool i have set jet black never rusted

Wow. I don't think I've ever paid that much changing the brakes on all my vehicles through my whole life put together. 😬
There is a change, prices of brake pads for a set is at least $30-40 now, Mine were ~$45 for the front set July 2023.
My brakes cost $1400 for full set, at the same time while it is expensive quality and performance match
