I haven't completely figured out how to do it, but I think it's possible to have a version of "Newsies" where Sarah exists as a fully developed and realized character, but also have Katherine as the love interest. I want to create a version of "Newsies" that combines the best of both (The strong Jack-David friendship with David's more fully developed story arc, and the Jack-Katherine romance).

I think that Jack wants to date a Jacobs sibling, and because of the time period, it had to be Sarah, but in another time and place, it could be have David. I go back and forth on whether Jack and David are romance or bromance, because I can see the relationship going either way.
