I guess your question might be for points 4 and 10 whose generators lie on the axis of the cone. If I am right then please watch from time 11:17. The intersection point in the FV is first projected to the right most generator O3 (the point m') and then brought to the O3 generator on the top view (point m). Then you use a compass to bring this intersection length back to the generator O4 and O10. Kindly let me know if my understanding of your question was wrong.
