2 output pins of the ic are connected to the same led hence when 1 output is ON it'll send current through that led but the other output pin connected to the led is OFF so some current will enter that pin and make to the led dimmer and also affect the ic outputs. However diodes on pin 3 and pin 1 are of no use as the pins are connected to separate LEDs hence you can directly connect pin 1 and 3 to the respective LEDs

But use of diodes on led 1 and 6 is not needed right cause we are just connecting on led to that pin not two
