I'm not really a power scaler but I guess the best way to scale it is from Yuri,she with her presence shaked the entire 2 floor and each floor is Stated to be at least continental size and she's barely top 300
For other characters you can just compere them to her and then multiply it

But you cant dodge your own reflection. Thats not how physics work. All of the scaling is just for the show, it has no approximation for any other show or continuity because their logic in the show makes no sense.
It’s anime and fiction, anything can be done and written also the tower has different properties and rules compared to a normal earth
