He was fined bc he had breached a FA rule by seemingly provoking opposition fans. It's a rule mainly aimed at curtailing football hooliganism at least inside the football grounds. It's a rule he signed up to when being registered but given the circumstances i.e. the abuse, he won the argument bc very few pple even know any of the fans but we all know that celebration!!
