To be fair it's not really like that. Arms transfers are measured using the new-purchase value of the equipment, but most of the stuff being sent was just surplus stock sitting around in depots, a lot of it second-grade gear that would never have been used. Keeping that stuff maintained not only costs money, it allows Congress to be like "but you have all that stuff" and force the military to keep obsolete systems in place and lose capability. If you chuck all the Army's Stingers, a missile so old it's main chip could barely store an emoticon, at Ukraine, you can suddenly be like "hey, we have an _urgent need_ for a replacement system" and suddenly the US isn't lagging behind China, Russia and even _Japan_ in adopting a 4th generation MANPADS as it currently is.
