The whole heist depends on the bad guys thinking that a safe, weighing nearly thousands of pounds with the gold, would fall through three hard wood floors, but NOT fall through a boat.

or they assumed the robbers had some sort of mechanism strong enough to catch the safe, or simply let it fall into the water then hoist it up into the boat 🤷.
Anyhow catching those on the boat could also lead them to their other accomplices, so there's that as well

you'd be right, but the safe was flooded with water when they opened it, making the pressure roughly the same inside and out. it probably filled through the gaps around the door
