This show, along with Night Drive and Night Moves, aired very late at night in the wee hours, and featured a cameraman walking or driving around Toronto set to soothing music. Search for 'Night Walk Toronto' or 'Night Walk Global' and you can see episodes on here, including the one this video came from! Iirc, this location is on Elm or Gerrard at Yonge St. right downtown.
