The reason why prophets cannot operate freely in the church is because the "leaders" condemn any prophet that they don't agree with or that speak against church politics. That's a serious problem. Pastors are not more important than prophets. I prophesied that a certain church would shut down within two years because of unethical behavior in the leadership and in less than two years it did shut down. God told me this would happen and it did. Another time I prophesied that the pastor was living in a specific sin and a few weeks later he was caught and removed from his position. How could I have known except God Himself revealed these things to me?! I strongly disagree that God doesn't use prophets to prophecy against church leaders. That is part of their job. We are called to submit to prophetic voices just as much as pastoral voices. The prophets voices have been stifled in the church except for those that only prophecy things that are pleasing to the ear.... that is not how it should be. Let us pray that God raises up more prophets.
I've heard many prophetic messages spoken in Church and not one single message was to condemn someone, and the messages I heard was more along the lines of inspiration and the Lord saying: "Do not fear for I am with you, and will bring you out of the valley like I did to Moses and to my ppl who were enslaved in Egypt," but I've never heard a prophetic message that condemned someone of their sin, especially to a congregation of ppl filled with the Holy Ghost.
The purpose of the evangelist is to correct the church. Also Peter proclaimed to speak words that were equal to the words of the book of Isaiah. No church government should not over take the will of true Prophecy, but should be there to provide dictation onto records, and provide support through the use of scripture. Organization of men can lead to distribution of the practice of the way.

Can prophesy be interpretation of tongues ?

That doesn’t mean a person that prophecies is above the man/position of authority. We’re all called to submit to God, then one another.
