In 2022, he went ahead and came up with gazette notice on the eve of elections that ran againt the statute he was deriving it from and concentrated onto himself roles preserved for the Commission. Other electoral posts did not suffer from such fraud.
The IEBC became dysfunctional when Tuju and one mzee Woka instructed the 4 commissioners to disregard their constitutional duties and accuse Chebukati of misreporting the presidential results.
I have considered the issue of technology hacking using the man-in-the- middle attack as presented by Murgor yesterday. I have the following to say: 1. That A PDF document can actually be edited using other softwares e.g Nitro pro 2. That CSV file can only be generated from an excel File. Its on the excel file that one can make changes to the whole or part of the document. 3. That it is possible to convert the document from excel back into PDF but the document will maintain its excel look. 4.That in this case, Form34A is an Handwritten Pdf document not an excel sheet. Handwriting cannot be converted in any manner into the excel for it be changed into CSV and vice versa. At best, A manual data entry process must happen to capture the contents of the pdf into the excel sheet. 5. In short, What Murgor presented as man-in-the-middle-attack involving PDF-CSV-PDF is rather Nonsense. At Best Murgor would have said, the uploaded forms were downloaded and replaced with a totally different forms 34A. No editing of the original form. Secondly, to make it logically correct to me, He would say, the forms were downloaded and PHOTOSHOPED and re-uploaded. It can never be editing via CSV files. #@JupiterMedia-Kenya

I then gave the benefit of doubt of may be he was referring to form 34B which is still a pdf file but data is tabulated like in an excel spreadsheet. Could it be the case that form 34B is generated from an excel spreadsheet? Form 34B though contains ink signatures at the last page indicating it's a pdf or image by the time it's transmitted by RO at the constituency tallying center. These are some of the questions I'm thinking out loud while trying to make sense of Murgor's argument about csv and pdf file formats.

The governor's can go their local courts. Also the magnitude of votes is smaller so it makes for quicker scrutiny.
