Those are random i hope. They come from retail stores mostly so you can expect most of the best are gone at least when first come out etc.

how do you identify used parts? Like if you get a used lot from a garage sale, how do you identify the parts?

They are all used if you're not opening sealed lego bags. No way to claim they are new because you just don't know.

Try searching for either Brickognize or Brick Monkey. Both are good options for identifying random parts and the sets/minifigs they belong to. I think that’s what you’re asking anyway.
