My brother has recently(7 weeks)had a full cardiac arrest and due to the severity of the arrest has developed "brain hypoxia"this could monthe,years of indeed his lifetime(he is 48 years old),he has a mortgage as he purchased myself and my elderly mother live in.I have no way of checking his PPI for his mortgage and he is no state to disclose this at this moment although he had money in his bank to cover the monthly payments his employer have now commenced paying esp only and I don't see him working again in the near or distant future,would I be in a position to apply for an Lasting power of attorney??

Yes, definitely. You’ll need to get in touch with the Court of Protection and the Office of the Public Guardian
