Be The Good: Can Metro Manila, Philippine cities ever be flood-proof?

Typhoon Carina (Gaemi) and the enhanced southwest monsoon reminded us all yet again of how prone Metro Manila and other Luzon cities are to flooding.
Is it because Metro Manila is in a river basin? Is it because of reclamation projects? Is garbage clogging drainage systems to blame? And will it ever be possible for Metro Manila and nearby cities to become “flood-proof”?

We’re unfortunately in the midst of abrupt & irreversible climate change leading to mass extinction ( 6th na daw?!) . So from the cruel & oppressive colonial times, at least we Pilipinos had a chance to enjoy a bit of modernity .
It was the greed, the excesses, the unfettered capitalism & unmitigated economic growth of Western Civilization that ended it for us all. 😢
