Money is spent on low cost housing as well as other models of housing for people who have different needs. The purpose is to reduce the costs to the provincial Healthcare system and to reduce the workload of emergency services. Heavy users of emergency services are housed with staff who can prevent those calls. It sounds expensive, but it reduces the expenses significantly.
I'm all for helping those who want to change and get going again...problem is that no matter HOW MUCH HELP/MONEY YOU THROW AT IT if someone doesn't want to change...they aint gonna change and that's all there is.

Best bugs, cockroaches, all on top of physical and financial rental neglect. These people can't take care of themselves. They need to be put somewhere, there is help. A rehabilitation center.
There is housing with supports available. But it's more complex than that. A lot of the people simply do not want to be housed. One other comment was accurate. Rent is extremely high, even if AISH covers it. They'd rather have more of their money, rather than half of their income going to rent.

Giving supplies and assessing wounds is a way to reduce healthcare spending, lower emergency room wait times, reduce the cost of spending on medication and reducing the cost of emergency services.
