There is a character named Harvey (or Harv) that sends you a letter asking to come to his island. Do so, then wait a bit, and go again. There will be a bunch of little men asking for money. Once you donate enough money, I guess you get the ability. (I haven't yet bc I am poor in acnh)
Also the reason Gulliver didn't get fooled was because the fooling part was titled "rusted part" and his was "communicator part"
